The Comité paritaire de l’entretien d’édifices publics de la région de Québec is a joint committee that enforces the decree for building service employees.
The Comité paritaire de l’entretien d’édifices publics de la région de Québec (CPEEPQ), formed in 1969, is a joint committee that oversees and enforces the Decree respecting building service employees in the Québec region. It now oversees more than 800 businesses that collectively employ more than 10,000 professionals in the industry.
The CPEEPQ is a highly active organization tasked with educating employers and employees on their rights and responsibilities, as well as the minimum working conditions mandated by the Decree. Its responsibilities also include examining complaints and allegations related to the Decree from both employers and employees, then initiating procedures where appropriate.
The CPEEPQ’s mission is to ensure observance of the Decree in a collective concern for justice, equity, commitment, and professionalism by promoting and defending the interests of the building service workers subject to the Decree and becoming an essential industry resource.

Represent employees whose rights have been violated in court.
Inform those subject to the Decree of their rights and responsibilities.
Represent individual employees and ensure they are paid the amounts owed to them.
Ensure fairness among employers by taking legal action against businesses that violate the law.
